NTEP annual maintenance fees invoiced October 1; lower rate if paid before November 30
NCWM invoices NTEP annual maintenance fees each October 1 for every active Certificate of Conformance; the fee must be paid to keep a certificate active. Per NCWM, the fee is $155 (NCWM member) or $285 (non-member) per certificate if paid before November 30, and $230 or $360 after.
SWMA 2026 Annual Meeting, Atlanta (October 25-28, 2026)
The Southern Weights and Measures Association lists its 2026 Annual Meeting for October 25-28 in Atlanta, Georgia. At the annual meeting SWMA's standing committees hold open hearings and vote on a regional position for items on the NCWM agenda.
61st CIML Meeting, New Delhi (October 26-28, 2026)
OIML lists the 61st meeting of the International Committee of Legal Metrology (CIML) for October 26-28, 2026 in New Delhi, India, in person only. Separately, OIML's October 1 news refers to the ongoing revision of OIML R 76 (non-automatic weighing instruments).
2027 NCWM Interim Meeting set for Redondo Beach
NCWM lists the 2027 Interim Meeting for January 24-27 at the Sonesta Redondo Beach & Marina in Redondo Beach, California. It is the first national hearing of the 2027 cycle: after the regional associations' fall hearings, NCWM's standing committees hold open hearings and assign each agenda item a status for the July 2027 Annual Meeting. The complete Publication 15 is listed as available after November 15, 2026, and NCWM lists December 31, 2026 as the end of its posted registration rates and the hotel reservation deadline.

NIST OWM Info Hour: device audit trails as an alternative to physical seals
Free one-hour webinar at 2:00 p.m. EDT on how electronic audit trails can take the place of lead-and-wire seals, covering the three categories of sealing requirements and the metrological parameters that must be sealed.
California updates its registered service agency and service agent listings
CDFA's Division of Measurement Standards posted updated Excel listings of registered service agencies (with branches and device types) and licensed service agents, dated October 8, 2026. Per CDFA, agents listed without an agency hold a valid license but may work as service agents only when employed by a registered service agency.
NIST recaps NCWM's final EVSE training and announces a 5-day EVSE metrology course
NIST OWM staff were among the trainers at the third and final run of NCWM's hands-on EVSE course for weights and measures officials and registered service agents, held September 1-4, 2026 in Annapolis, Maryland, with more than 70 participants. OWM has developed a 5-day EVSE metrology training program at NIST's Gaithersburg campus, limited to 12 per class: a beta class runs November 16-20, 2026, and regular classes begin in spring 2027.
NIST OWM posts its 2027 training class schedule
NIST's Office of Weights and Measures training page now lists 2027 classes, including Fundamentals of Metrology (January 25-29, April 5-9 and September 13-17), Mass Metrology (May 17-28 and October 25 - November 5) and Volume Metrology (September 20-24) in Gaithersburg, plus online webinars. The Mass Metrology class page says formal registration through the OWM Contacts System starts in October 2026; owm@nist.gov takes expressions of interest.
CDFA issues a new county agricultural commissioner and sealer directory
The California Department of Food and Agriculture's contact list for county agricultural commissioners and sealers of weights and measures carries an effective date of October 6, 2026. It gives each county office's address, phone, e-mail and hours; Madera County's e-mail addresses are listed at maderacounty.com.
NTEP certificates issued so far in October 2026
NCWM's NTEP certificate database lists two new Certificates of Conformance dated October 5: 26-093 (Locosc Ningbo Precision Technology load cells) and 26-094 (BLOGIC SYSTEMS point-of-sale system), plus four amended certificates. The October monthly list had not been posted as of October 9.
NCWM membership year 2026-27 starts; 2027 handbooks expected around January 2027
NCWM's membership year runs October 1 through September 30, with dues of $100 (government) and $115 (associate). NCWM says members joining or renewing after June 1, 2026 who request printed handbooks will receive the 2027 editions of NIST Handbooks 44, 130 and 133 around January 2027. NIST's Handbook 44 page still lists the 2026 edition as current (checked October 25, 2026).
NTEP monthly certificate list — September 2026 edition posted
NCWM's September 2026 list has 17 NTEP Certificates of Conformance issued or amended that month, 6 of them new (26-087 to 26-092), including the JBT Marel M1200-C3 and Dibal LP-5000 indicating elements and the Fulfil Solutions LFP-S40-III non-computing scale. Amended weighing certificates include three Fairbanks Scales indicating elements (10-089A8, 19-146A3 and 21-106A1), the Mettler-Toledo IND700 (22-083A5) and a Mid-Continent Industries scale system controller (22-122A1). Confirm any certificate in the official NTEP database before relying on it.
Ohio updates its Registered Serviceperson Lookup
The Ohio Department of Agriculture's lookup of registered weights and measures servicepersons (registration number, company, county, expiration date and device categories) shows an update date of September 30, 2026.
Measurement Canada consultation on its Alternative Service Delivery programs closed September 21
Per MC's consultations index the consultation opened July 27, 2026, and closed September 21, 2026. MC sought input from authorized service providers under the Weights and Measures Act and/or the Electricity and Gas Inspection Act, device owners, utilities, and other interested parties. A consultation is a request for input: it changes no certification, accreditation, or legal-for-trade status.

NCWM held the 2026 NTEP Measuring Sector Meeting (September 15-16) and Software Sector Meeting (September 16-17) jointly at Pensacola Beach, Florida. The meeting agendas and summaries are posted on NCWM's Measuring Sector and Software Sector pages.
Regional weights and measures associations hear 2027-cycle proposals
The Central (September 14-17), Western (September 20-24, Portland, Oregon) and Northeastern (October 5-7, Galloway, New Jersey) associations held their fall meetings, where committees hear proposals and send recommendations to NCWM. CWMA's S&T agenda included new scale items SCL-27.1 to SCL-27.4: updated terms in UR.1, on-board weighing systems on wheel loaders in Table 7a, an nmax limit for interfaced separate main elements, and multiple tares on one platform. These are proposals, not adopted requirements.
OIML-CS issues new editions of its certificate-processing procedure and interpretations document
The OIML Certification System has published OD-01 Edition 5 (Management Committee), PD-05 Edition 7 (processing an OIML type evaluation report and OIML certificate) and CID-01 Edition 7 (clarifications and interpretations). The current editions are posted on the OIML-CS documents page.

Minebea Intec's new in-line checkweigher succeeds its Econus model. It weighs up to 12 kg, keeps production statistics and PDF reports, and connects to production lines over Ethernet, Profibus, Profinet and serial interfaces.
METTLER TOLEDO reports Q2 2026: sales up 4%, adjusted EPS up 14%
Reported sales rose 4% year over year (6% in local currency, excluding a one-time tariff refund to customers) and adjusted EPS was $11.46. Full-year 2026 guidance: local-currency sales up about 4–5% and adjusted EPS of $47.15–$47.50.
Kanawha Scales & Systems acquires Strack Scale Service
KSS adds the Cincinnati-based calibration and service firm to its national platform, deepening coverage across the Ohio-Kentucky-Indiana tri-state and reaching 28 branches. Strack keeps its brand, and eligible employees join KSS's employee ownership plan.
UTILCELL relocating to a new Barcelona-area plant built to double capacity
The Spanish load cell maker — part of Rice Lake Weighing Systems since 2023 — is moving its headquarters and production to a 12,500 m² facility in Barberà del Vallès, a phased transition running through 2026 aimed at expanding manufacturing capacity and shortening delivery times.
